Virginia Matthews

Director | Principal Consultant

Virginia Matthews is an accomplished aged care executive, governance specialist and Registered Nurse with more than 30 years of experience in aged care regulation, clinical governance, organisational transformation and quality improvement. She is recognised for her extensive expertise in supporting organisations to strengthen governance, improve quality systems and deliver safe, person-centred care across metropolitan, regional, rural and remote Australia.

Before co-founding Quality Compliance and Innovation Pty Ltd (QCI Consulting), Virginia spent 17 years working within Australia’s aged care regulatory system, holding senior leadership positions with the former Aged Care Standards and Accreditation Agency (ACSAA) and the Australian Aged Care Quality Agency (AACQA). During this time, she played a significant role in assessing provider performance, supporting organisational improvement and strengthening governance across a broad range of aged care services.

Virginia held responsibility for leading regulatory assessment processes and managing Commonwealth-funded residential aged care services throughout the Northern Territory, including many Aboriginal and Torres Strait Islander services operating in remote communities. She worked closely with governing bodies, executive leaders and service providers to improve compliance, strengthen governance systems and support sustainable organisational capability.

As an Assistant Director, Virginia successfully led complex regulatory improvement and governance support initiatives, including assisting organisations responding to significant regulatory challenges. Her work included executive mentoring, governance education, quality improvement planning, culturally appropriate workforce education and ongoing monitoring to support organisations in achieving and maintaining compliance with the Aged Care Quality Standards.

Virginia also led the South Australia and Northern Territory transition of Commonwealth-funded Home Care Quality Reviews into the national regulatory framework, coordinating one of the largest and most geographically complex quality review programs across regional, rural and remote Australia. She further developed and delivered governance and compliance education programs for community aged care providers, helping organisations better understand legislative requirements, undertake self-assessment and strengthen service quality.

Throughout her consulting career, Virginia has successfully partnered with Boards, Chief Executive Officers, Executive Leadership Teams and operational staff to deliver governance reform, clinical governance improvements, organisational reviews, executive mentoring, workforce capability development and large-scale organisational transformation projects. She has also undertaken senior transition management roles supporting complex organisational change and continuity of care across remote aged care services.

Virginia’s expertise spans corporate governance, clinical governance, quality management systems, risk management, strategic planning, regulatory compliance, organisational capability building, executive mentoring and implementation of the Strengthened Aged Care Quality Standards. Vitish Guddoy

Prior to co-founding Quality, Compliance & Innovation Pty Ltd (QCI), Vitish Guddoy established a distinguished career spanning more than 20 years in aged care governance, regulatory compliance, organisational improvement, strategic project management and provider capability development.

Throughout his career, Vitish has partnered with aged care providers across metropolitan, regional and remote Australia, leading complex governance, organisational transformation and service improvement initiatives that strengthen organisational capability, regulatory compliance and long-term sustainability. He is recognised for a practical, collaborative and solutions-focused approach, working closely with Boards, Executive Leadership Teams and operational staff to deliver measurable and sustainable outcomes.

He has led numerous provider capability and organisational improvement projects, supporting organisations through governance reform, executive mentoring, audit readiness, workforce capability development, financial sustainability reviews, strategic planning, risk management and implementation of continuous improvement programs. This work has assisted providers in strengthening governance frameworks, improving organisational performance and preparing for significant legislative and regulatory reforms within the aged care sector.

Vitish’s experience also includes leading complex service transition projects, managing organisational change and supporting providers through periods of significant operational and regulatory transformation. Working closely with governing bodies, executive leadership teams, government representatives and frontline staff, he has successfully maintained service continuity while strengthening governance systems, organisational capability and compliance.

Earlier in his career, he developed extensive expertise supporting aged care providers experiencing significant regulatory challenges. Working alongside Boards, Chief Executive Officers and Executive Leadership Teams, he implemented governance reforms, strengthened quality management systems, improved financial and operational performance, developed governance frameworks and policies, implemented corrective action programs and supported organisations to restore compliance, improve performance and establish sustainable governance practices.

As an experienced project manager, his expertise spans governance reviews, organisational transformation, strategic project management, quality management systems, audit readiness, risk management, financial sustainability, strategic planning, policy development, executive mentoring, provider capability development and the implementation of contemporary aged care legislation, quality standards and sector reforms.

An experienced presenter, Vitish has presented at numerous national and state conferences, industry forums and professional workshops across Australia, sharing expertise in governance, leadership, quality improvement, regulatory compliance, food and nutrition, and improving consumer outcomes across the aged care sector.

Luke Westenberg

Luke Westenberg is an accomplished executive with more than 20 years of leadership experience across the government, non-government and private sectors. An experienced Chief Executive Officer within the aged care and community services sector, Luke has successfully led organisations through periods of growth, organisational transformation, governance reform and operational improvement, developing a strong reputation for strategic leadership and collaborative stakeholder engagement.

Throughout his career, Luke has developed extensive expertise in organisational governance, strategic planning, business transformation, executive leadership and service delivery, with a strong focus on supporting organisations operating in complex and diverse environments.

Luke has significant experience working with aged care and community service providers, assisting organisations to strengthen governance, improve operational performance and navigate periods of organisational and regulatory change. His practical and collaborative approach has enabled providers to enhance compliance, improve service delivery and build sustainable organisational capability.

He has extensive experience supporting home care and community-based services, including assisting providers with the implementation of new funding and reporting frameworks, strengthening operational systems and improving organisational readiness for regulatory reform. As an experienced aged care executive, he understands the operational, financial and governance challenges facing providers and delivers practical solutions that improve organisational performance while maintaining a strong focus on consumer outcomes.

Luke has also played a key role in complex organisational transition and service continuity projects, working closely with Boards, Executive Leadership Teams, staff, residents, consumers and community stakeholders to ensure seamless service transitions while maintaining governance, operational performance and regulatory compliance. She is recognised for her practical expertise in service delivery, workforce capability, provider improvement and reform implementation, with a strong commitment to high-quality, person-centred care.

She has worked closely with aged care and community service organisations across metropolitan, regional and remote Australia, helping providers strengthen operations, build workforce capability and improve service sustainability while responding confidently to sector change.

Pauline brings extensive expertise in Home Care Packages, the Commonwealth Home Support Programme (CHSP), community-based aged care, operational reviews, workforce mentoring, service redesign and consumer journey improvement.
